Both Carnival Conquest and Navigator of the Seas informed the Harbor Master 3+ hours ago that they were ready to sail at 1600 hours. Wishful thinking on their part? I would think by the time they communicated their sailing time to the Harbor Master, they would have a realistic handle on what yet needed to be done prior to sailing.
