If I remember correctly, the smoothies and special waters weren't included under the classic beverage package, even though they were within the price range. I suspect that won't change with the new package.

 

Correct, I bought a smoothie on the Summit last summer and it was not on classic.

Smoking? Inside? not on Celebrity. There is no smoking inside the Solarium.

 

It is open to all no matter what stateroom you are in.

 

Normally it is an adult (16+) area, but in inclement weather the Captain may allow a "family swim" time, often 5-7 pm but that can vary. Otherwise there should be no children in the pool.

 

Children are allowed to eat at Aqua Spa Cafe with their parents.

Bar staff there are rare -- head out to the pool and order, but if you get to know the server, they will come in and seek you out. Mostly it's just supposed to be a quiet(er) place and you'll see lots of people napping and resting there, so bar staff don't get a lot of business there normally.
