Longer cruises have a lot of older folks, many of whom do not gamble. Shorter cruises have more younger folks and more gamblers. The $6 tables are an enticement to try to get people to play. Its a rule that favors the house, and they use it on the cheaper tables because the know the typical player there doesn't understand this, or doesn't care ("It's 'only' six bucks.") I was on Anthem in March and it was 10 and then it was finally lowered back to 5 on April. There still wasn't enough players. They really need to make the minimum five and have it go 345 on the odds. they allow the extra chip(s) on a $15 bet on the inside numbers which facilitates the 9 chip payout but having to put up 25 for double odds and 50 if you want 345 is just absurd.
