There is an explanation on the bottom right of the map. Europe is criss-crossed by canals that you can sail on barges (i.e. barge holidays) that are offered by companies, often self-drive. For a more pampered experience CroisiEurope offers such trips on peniches (French - refurbished - barges). It also shows smaller rivers that you can sail with CroisiEurope and some German lesser-known companies for example. The Saar in Germany springs to mind. I found it by browsing the UNECE site; it's linked from this page: https://www.unece.org/trans/main/sc3/where.html so hopefully one can always find the most recent version from there.
