That pier is across the harbor from Old San Juan and you need a taxi to get anywhere worth going. If you are coming from Miami or Fort Lauderdale, your ship will stop in Old San Juan. There are major U.S. based drug stores there so if you forgot something, the stores are right there. But the open areas in front are open to the public. That is a shame. Those are incredible fortresses. In any case, the views from those areas are incredible and worth the walk.
