Do Suite passengers have complementary access to Persian Gardens?

No, unless things have changed complimentary access is limited to Aqua Class guests. You can purchase a day pass or a pass for the cruise.

Also if you are Elite level or higher in Captain's Club (Celebrity's loyalty program) you receive a one-time-per-cruise pass to the Persian Gardens, though it can only be used while the ship is in port. If you booked a top suite (Royal Suite or higher category), one often receives Elite perks - even if they are not yet at that level in the loyalty program (though this is a discretionary perk and is not guaranteed).

Gonzo is correct and the key word is use it while in port which they enforce. If you leave port at 5P.M and you go there at 6 figuring its a day in port you may be denied.

Also check with the Spa on arrival. They usually sell unlimited access to Persian Gardens (capacity limited) to Non-Aqua Class for about $150 for the entire cruise.
