Personally, I'd stay intown, there are lots of food trucks in Portland, and lots of fine restaurants within walking of the pier. For lobster or a lobster roll, I'd go to High Roller up Exchange street (1/4 mile from pier), and get great selection of local craft beers as well. Better views down Casco Bay through the islands from the Eastern Prom, about 1/4 mile from the pier, where you could take your food from High Roller(4.5), Becky's Diner(4), or Portland Lobster (3.5). Probably the ultimate lobster roll is at Boone's Fish House on the waterfront, it is the entire meat (tail, claws, knuckles) of a 1-1/4 lb lobster, for $32. Most rolls go for $16-18. Not cheap, but it's huge and tons of tail meat. #2 was closer to #10 than it was to #1 in quality. Belle Isle in Winthrop, MA (on the East Boston border, near Logan Airport) is the second best in New England. I've got a list of about 40 Lobster Rolls that I am constantly adding to and updating.
