Neither because no ship is sailing yet until July 27.  At that time, which is 2 months away, things will most likely change.  That is a current requirement as of today.  It's like CNN news......which is misleading.    So wait and see.

Outbound from the US by RCI, yes, but inbound for Bahamas I think they allow visitors July 1 and the CDC no sail order is only through July 24.

Just saw this on RCI's website:

 

Royal Caribbean Announces Global Suspension Of Cruising

At Royal Caribbean International, our guests and crew's safety and well-being are always our top priorities. After further consulting with our partners at Cruise Lines International Association and in conjunction with the CDC, we have decided to extend the suspension of sailings for our global fleet for all sailings through July 31st, 2020. Our goal is to resume operations on August 1st, 2020. (China sailings will be suspended through June 30th, 2020).

IMO, Cruise Lines will avoid porting in the Bahamas until or unless this requirement is withdrawn. Even though Coco Cay is privately owned, it is still part of the Bahamas, and it uses Bahamanian staff to keep it running.

It's not like CNN.

 

The copied graphic is not misleading.  It simply may or may not apply in the future.  It's the policy now.

CocoCay is leased from the Bahamian government by Royal Caribbean.  All of your purchases on the island have a Bahamian tax levied on them.

According to the Bahamian Government, Coco Cay is privately owned by RCCL. It is still part of the Bahamas, as are several other privately owned islands in the chain.
