I was there last December on a QE cruise Fremantle to Melbourne. before Uncle Les corrects me, it was a voyage, not a cruise.

 

Albany was a major staging point from which the soldiers were transported to Europe.

Yes. The tower is on the coast.

Another clue. The tower was used for whale spotting - quite different from today's whale watching.
