Are cruises taking place yet out of Amsterdam?

Not sure it makes much diff as RCI won't have ships out of there this season.

I was hoping they were opened up so I could follow their protocals etc.

You might check with some other lines, but their protocols may not be used by RCI and by next season, things are likely to be different yet again.

Port Amsterdam is open for cruise calls for ships leaving from Germany but there are no departures from Amsterdam yet.
