21 years old can cruise alone. 20 and below must be accompanied by a person 25 years old and above. It's nothing new and plenty of businesses have similar restrictions because what could ever go wrong renting out an asset to a bunch of college kids?

i just got off the phone with carnival and they told me that not even my 22 year old daughter can cruise alone , that someone 25 and older have to be there.

Just your 22 year old booking all by herself??? If you look at Carnivals own policies 21 can travel alone, I am really beginning to think there is more to this story. The reason why is that a newlywed couple age 21/22 can take their honeymoon onboard.

If your daughter had one of the new style passports with the hard plastic photo page, some of the hand held tablets have a hard time scanning the page due to glare, that may have been the reason you were sent to an agent with a lap top and a desk top passport scanner.

i had to hang up and call back. the agent wasn’t knowledgeable

Who pays for nonretundable airfare? I would ask someone to go with you or see if your Friend can pay for another type of All Inclusive vacation. Your plans should not be ruined due to thism

It looks like the OP has solved her (I assume, based on avatar) issue by cross-referencing another booking of an adult who will be responsible for her.

 

However, to your point:  that's the problem with life, though.  You rely on other people, and sometimes they let you down (and sometimes it wasn't of their direct doing, they in turn may have had to change plans due to something else in their life not going as planned).  So you have to cancel your plans, sometimes at significant financial cost, and perhaps emotional cost, and figure out what to do next.  Fortunately, in this case a workable solution was (seemingly) found.

We do, we fly out of a United hub, will pick a non refundable $200 flight over a refundable $300 flight and take our chances.

I'm in Canada.  Tickets here are usually more than $200 each and refundable are considerably more than that.  More than double usually. 
I do select the option that at least lets me change flights.

At Age 18 you can go to the Army, be tried as an Adult. At age 21 you can drink and stay at most hotels alone..Age 25 is a bit too old to be able to cruise alone.

 

Lets say one cannot marry or is a mature adult at age 18? Not everyone fights or drinks excessively. 

 

At Age 18 lets say you are making big bucks and want to cruise without Mom or Dad?

It has been clarified above that the rep on the phone was wrong, and Carnival's age policy is 21 and older can sail solo.

 

But drinking age and enlistment age are societal constructs enacted through law.  Company policy on age restrictions is their business to set as they see fit.  And no business wants to turn away otherwise-legal customers.  Yeah, that one 18 year old with big bucks might be OK.  Or they might be a self-entitled twit who thinks their money buys them the right to do anything.

I was very mature at 18 and could go on a cruise alone doing better than most adults!

My kids are 19, 19, 21, 24 and 25, I know many young adults. At our HS, seniors rent homes prom weekend every year, I can’t even tell you the damage many of them caused. Fortunately the home owners charge a ridiculous amount of money for theses properties to be able to make money and make repairs. I’ve seen many pictures of college parties (from my own kids). Cruise lines are making financial decisions and choose to say no to the money from these young adults, I’m sure these decisions aren’t made in a vacuum.

And...you just proved my point.  Those "most adults" that you were better than when you were a "mature 18" were at some point in their life themselves 18 - can you imagine what they would have been like?

 

Carnival has decided they are better off without revenue from you at 18 and not putting up with the rest of the idiots at 18.

How would cruise lines determine which 18 yrs are making the big bucks and which are dependent on parents' income?  Our local judge who oversees tenant/landlord cases tells property owners they are fools when they don't require lease co-signers for anyone under 22.

Its not cool that others ruin it for those who are mature. You cannot lump everyone into one category.

Also can't separate the responsible from the irresponsible.  Age is a measurable criteria, maturity is not.
