With all the stories about low water levels on European waterways, would it be possible that the Volendam could not leave its mooring in Amsterdam?

No, but river cruises might be affected.

Very low water levels could also result in the Volendam shifting ports to Rotterdam.   This has actually happened to several ships in recent weeks.

Oops… my mistake, sorry. i was under the impression that it was anchored in Amsterdam… thanks for the correction!

Pretty sure, wherever it is, it is docked.
