On our cruise last month on the NA they showed refundable and non refundable amounts. Non refundable for shareholders. I believe the ta would be refundable. I had both on my last cruise. When they posted the daily crew incentive my non refundable amount went down while the refundable stayed the same. Pretty easy to tell the non refundable was being used without getting an affidavit from the front desk. Shareholder is nonrefundable. Travel agent OBC is typically refundable but not always. It depends where the TA pulls the OBC from. Example; If it's from discounted group bookings that might be non-refundable. Best to ask the TA since many of us are placed in group bookings without even knowing.
