I read an article/blog this morning re: My Time/Anytime (which isn't always just anytime) and it clearly stated that gratuities must be pre-paid to dine @ My Time Dining. We've been doing MTD for many years now; we did have to pre-pay gratuities up front years ago, but it's been quite some time now, since that was required in order to do MTD. The difference for us is OBC. We usually have plenty of OBC from our TA, so would rather not pre-pay the gratuities and have them covered by the OBC.
