NO NO NO - not a good idea. 
if you use a CC to withdraw cash from an ATM, interest rates start applying to your CC  immediately.

There are lots of YouTube video's on this subject.  On cruise ships, especially with casino's I have gotten ATM and Cash advances many times.  However, when you research on YouTube, you might find a better strategy when in another country.  I would also talk to your band on fees when out of the country so you have no surprises.

OP is asking about using a credit card - not an ATM card.

As far as I have read.  Oceania ships have one ATM, it is in the casino and only pays out dollars.  It is my impression that the desk can convert to other currencies although I do not know the types, the limit or the exchange rate (varies by day?). Someone may chime in who has experience with this or ask your TA to find out.

Most places in Europe take CC   If you have a credit card that does not charge a FTF  use it 

or if your debit card works  out of Country you could get cash from onshore  ATM's

 

 I had a travel bank account  with minimal amount in it   &  a debit card for that account  incase I needed cash along the way

I could transfer  funds into it from another account  if I was running low

But most of the time  a CC will work

In Norway they even took CC's for Ice cream cones ..( I did have some local cash )

 

If you want local currency   maybe your bank can get some for you

We have Foreign exchange places at the mall where  we will get some  small amounts for pocket money

About 10 yrs ago got cash with my CC  at reception and they chait as a purchase.  Last year on Riviera asked for cash reception told me to go to casino and use my atm card.

I think some folks are missing the key issue related to OP’s post: S/he is asking about using a credit card to get the money. It’s not the possible FTF or ATM bank fees that will kill him. It’s the start of immediate interest accrual on the CC balance when you use it for a cash withdrawal.

On our recent Sirena cruise to Portugal, we were able to get 100 Euros in cash at the reception desk, and have it charged against our onboard account.  There was a 3% or 4% charge for this, but that included the currency exchange fee.  Since we settled the account with a cash-back card that nets me 4.5% in the end, it was a no-brainer.

I happen to be on board on Vista right now and had to get Euros from reception because casino ATM only gives USD and we needed euros for an excursion. The euros we purchased were added to the on board charge account, I confirmed there is NO cash advance fee from credit card, and the balance will be settled to credit card as if it was an onboard purchase. O charges a fee but it’s far cheaper than using a ATM on shore.

Just wanted to share our experience.
