New booking keeps adding tips?

Yes, very normal behavior, until they properly unpack the 'Always Included' components it will not look right.

 

Give it a few days and it should sort itself out, if not then call (or ask your TA) to get the included elements properly applied.

This is not normal behavior.  It is a lazy IT solution designed in Celebrity's favor for the interim between now and when the October 4 changes take effect.  As others have opined, I believe it will self-correct with an offsetting post against the added tips for people that booked Retreat prior to 10/4, but that doesn't mean you should blindly trust that it will happen.  Check your statement and remove the charge before you pay your balance, if it hasn't corrected.

This has happened on direct bookings ever since tips were absorbed into the fare under various structures over the years.
 

Leave it alone. You may be prolonging the issue by continually removing them.

The tips have always shown in the Add On section when they have been included in all by bookings long before the Oct 4 changes were announced.

 

When I look at Payment Summary and expand the details it lists prepaid tips above the taxes and fees but the amount is not included in the total but shows as paid.  

 

No need to worry.

Just a guess, all bookings made before October 4 will include the tips if booking AI. That is grandfathered in unless you change you reservation in anyway. Starting October 5, the tips should be gone. The question is will the cost go down also or will it stay the same and just say it’s a price increase because of their cost going up or my favorite, supply and demand

Well, that speaks less well of them, I think.  And it is not an excuse for a poor practice.  Anytime the 'fix' generates more confusion among the user base than what it was before, it is a failure.

No. If you had gratuity included originally they  carry over. You only pay additionally if there is a difference in the gratuity rate between your original cabin and your new cabin. That has been the standard since MoveUp was introduced.
