Closed Loop Cruise - Is Real ID Learner's Permit a valid Govt. Issued ID for 16 Year Old

Hello! We're taking a closed loop cruise to the Bahamas ports on Norwegian. 


Our 16 year old's passport expires the week before we leave. (Woops!) We will apply for an expedited passport, but curious if we need it?


NCL and govt sites say that on a closed loop cruise you can travel without passport if you have an original copy of state issued birth certificate with seal (which we have) and a Government Issued Photo ID.  Does anyone know if a Colorado learner's (instruction) permit which is looks like a license, is a Real ID with photo, birthdate and the Real ID star will be acceptable as the second form of ID with the birth certificate on a closed loop cruise?  (NCL said they can't answer that, DMV says they think so, and govt sites don't address the learner's permit specifically just drivers license.) 


Appreciate the insight if you have experience or knowledge to share!

In Seattle (Alaska cruises), we would accept the expired passport as the photo ID (he would still need his gov't issued US birth certificate), or, we would accept his school photo ID along with his gov't issued US birth certificate

The problem with suing the expired passport as ID is that if you have applied for a renewal, you have to send the expired passport in with the application.  So you wouldn’t have it is the new one didn’t arrive in time…but if it did, you wouldn’t need it anyway.  The great thing about the test period for online renewal was that you didn’t need to send in the expired passport.   EM

Not sure where the US State Department’s “renew on line” project is at this moment (last time I checked several months ago, the beta test was done).

When it’s up and running, you’ll not need to send in the old passport. Apparently, the minute you submit the online renewal application, the existing passport still in your possession becomes voided.

You really did not answer the question about the learner's permit. I would think it would be valid with a picture id as it would be issued by the same agency, state DMV as a license. But we count on you as the expert in these matters.

The learner's permit is issued by a government entity. The question has been answered.

Assuming the learner's permit has a photo, then that would be acceptable.

Not in this case, it’s not a renewal, it’s a new passport, the previous passports was a 5 year child’s passport. You can submit it if you want, but you don’t need to.
