chengkp75 Posted June 26 #27 Share Posted June 26 There would have been inspections during newbuild to ensure the ship met the certificate of compliance for the USCG. Port state inspections by USCG are not annual, they could be every week if USCG had the budget, but they try to get each ship inspected twice a year. This has nothing to do with power outages or the recent fire. Based on information I'm hearing here about the fire, I jump to thinking it was a failed turbocharger (the "explosion", and the black smoke from an exhaust), that set off the smoke and heat detectors, though not necessarily any flames, and that was controlled by shutting the engine down, and setting fire watches until things cooled off. Most likely it was the only generator on line at the time, so a blackout is inevitable. I gotta love non-technical types like cruise hive guessing that "emergency generators served various areas at different times". Nope, not even close. When the e-genny comes on, it has very limited service: (a few lights, steering, bilge pumps, lifeboats), all at the same time. What was happening was that each fire zone on the ship (between the fire doors in the hallways), has separate electrical feeders to provide various types of power (HVAC, galley, laundry, lights, outlets) to that one fire zone, and so it took a while to get around to all the feeders and reset the breakers to get all power back to all zones. 5 Link to comment Share on other sites More sharing options...

USCG does not have flag state control over foreign flag ships, only port state control, and this is not mandatory, but discretionary on the part of the the port state (country where the ship is currently docked). As I've noted, USCG tries to inspect all foreign flag cruise ships twice a year, but scheduling and budgetary constraints means this doesn't always happen. Also, the USCG cannot enforce their stricter regulations that apply to US flag vessels, on foreign vessels. As port state control, they can only ensure that SOLAS and other international conventions are met. This is the same for your UK flag vessels and foreign vessels in UK ports. Foreign flag ships are to be inspected by their flag state. Most flag states delegate this power to the classification societies, which do annual surveys anyway, so the flag state just adds their requirements to the class society requirements. 1 Link to comment Share on other sites More sharing options...

Rare Oceansaway17 Posted June 26 #30 Share Posted June 26 well in summer 2022 while on the Quantum OTS in Alaska, we had a fire in one of the engines and they cleared the back of the ship including all dining rooms. They put down the huge fire walls in promenade and they also called BRAVO 4-5 times. Then they called KILO KILO. Saw all crew running around to stations by stairs etc. Even chefs wearing their hats.they then kept moving folks further front towards the bow. KILO is when the captain wants to prepare ship for loading lifeboats. This really scared a lot of folks. See frantic crew running was odd. Then within an hour, all was opened up. Not too much smoke inside ship but could smell outside. The best part a bit later was seeing the 8 man fire brigade in FULL YELLOW OUTFITS walking outside along area under the lifeboats. So, on Quantum all the levels of balconies could look down and my goodness what a lot of clapping and whistling and cheering their thanks for the crew who waved at everyone. The captain explained what happened as well as the room steward explaining why water doors closed in hallways to rooms towards the back of the ship. While the captain did not say so over loudspeaker, I chatted with security and the said Captain felt calling KILO was the right thing to do just in case as the first was behind walls inside engine shaft and could have gotten worse. Had one on Radiance one yr April, next yr it was month March. Another Ship they were 6 months apart. Yes that was Deep Purple and the song is about a true story -- I was there (after the fire) in Montreux, Switzerland and the lyrics tell a true story -- there was a fire at the Grand Hotel and Casino and it burned down -- hence "smoke on the water" it was next to Lake Geneva.
