Does Celebrity still offer one upgrade per category?  For instance, C2 to C1.

Yes, depending on loyalty status.

It’s not so much of an upgrade, more of a down price.

 

you book the category you want and they give you the price of the lesser category. However, there must be at least one state room available at that lesser category in order for them to know what the price is.

 

since you are asking about concierge Class, you would book a C1 and be charged for a C2.

Actually the one category upgrade is available to all Captains Club levels assuming you don't consider "Preview" a level.  It's been that way ever since I can remember.

Agree.  And for the OP's clarification - the one level upgrade does not apply to suites.
