Just have someone go to the casino with the Seapass card and cash in the OBC via slot machine for you -the OP seems to have one person that may still be able to do that.

Actually, the IT Dept. did their job just fine by getting the message to you - the content of the email was drafted by others, who are to blame for the outdated info. Also, that message is not that outdated since that itinerary includes Canada and the lifting of testing for there only happened a few days ago.
