On M-class ships like Summit, they usually do not allow smoking in the back near the Sunset Bar. Because of all the open balconies directly below in the aft of the ship. S-Class is different and allows this on the Port side.

Pretty straight forward. It is your money, your choice as a cruising consumer.
If you want E-Class then it is an IV. Or a limited number of Sunset verandas have balconies as do all suites. This is the situation for all current and future E-Class ships.
If you want a true balcony, choose M- or S-Class. Or another cruise line.
The Retreat concierge does accept tips and does appreciate tips. They sometimes pool them and share them with the Retreat Lounge staff. We have tipped at the end of the cruise when we have used them or they have taken care of issues for us. It is not like tipping an officer, sorry. That is just a poor excuse for not tipping. That being said, it is totally up to the individual. Tip if you feel like it or think they deserve it. Not out of some obligation or rule.
Sorry this is a bit different. People very often choose cruises for specific ships. And cruises are marketed that way too. Substituting an E-Class ship for Reflection really changes the cruise for those wanting balconies. The vast majority of people choose convenient and/or affordable flights and don't really care about the airplane model.
If they had implemented it then we would have been so much better off now. Start teaching it in grade school and the new generations would pick it up quickly.
