The person I spoke with (Air Canada) dealt with me as far as meal requirements, getting our frequent flyer numbers, getting our passport information, and making seat assignments. Then he mentioned "bulk" and said it would be a problem for them to deal with any change.
We have BOGO flights. I was speaking with an airline representative (in this particular case Air Canada), and he mentioned that the ticket was marked as "bulk". He did not think the airline could make any change. (Note I was not asking for a change only giving meal requests (vegetarian) and giving our passport numbers and frequent flyers numbers.)
They will take money for onboard activities or excursions, but final payment must be made through your TA.
And there are a lot of things they will talk to you about if you call and ask despite what some may post and say you have to do everything through your TA once you book with a TA.
Alas, a great majority love the new e-muster because no emergency will ever happen, or at least never happen when they are onboard. And they are most often right that there will be no emergency on their cruise, but when that real emergency inevitably happens, it is not going to be pretty.

You are right, either enforce the rules or don't have them.
I remember a college professor once saying that the worst laws ever were speeding and alternate side of the street parking. And the reason they were the worst laws was because every broke them all the time with no consequences. And once you broke a law with no consequences, breaking the next law became much easier.
I once had a cable guy tell me NOT to give him a 10, but a 9 instead. He said a 10 sometimes was scored as a 1, and that would get them into trouble. I think they later changed to 1-5 instead of 1-10.
Wow, the Louvre is GIGANTIC. Our funny story for there is we had trouble finding a way out. 🤣 We did stumble upon a handicap entrance which was nice to find since I was in a walking boot at the time.
Yes, easiest to get it done early. IIRC, I received an e-mail from NCL before they booked our BOGO flights asking for our full names as listed on our passports. I called our TA and gave him the information to forward to NCL. When I now go on ncl.com and see our information, I see our names including middle names.
So instead if On Web, it's On The Web. 😊🤣
