I'm assuming you are looking at ship excursions. I will say, on a recent cruise I did a ship excursion, small group of 10, a couple of the stops did have a LOT of stairs. One gentleman, maybe 80ish, had zero problems on the flat services, the stairs at the plazas and leading to churches at some of the sights were a whole other issue for him. That he said, he knew and just told the guide, where do you all exit from this part of the tour and I will meet up with you there. Never caused one single bit of inconvenience for anyone in our group, and I had never met them before the cruise, a few were chums but most were just signed up for a tour. Overall it was truly enjoyable for everyone.
