I did not see a shop that sells flowers however I'm sure you can order them through guest services to have them in your stateroom.

I dot believe any ships sell flowers on board any more. You may be able to order them pre cruise from the RCCL gift section.

 

You may bring flowers on board from a US port. ( not sure about other ports) We do it all the time ever since they took the flower carts away.

Don't know for sure about Anthem, but Royal removed all the flower shops from their ships a while back. You can pre-order flowers for delivery on day 1 because they get them from shoreside.

Yes, run away from the sale! Although I have to admit I did but T shirts my first few cruises but now have fear of crowds on a shopping frenzy.
