Enough to maintain steerage, but not make headway; would that fall under NUC?

 

Like chengkp75 said, no. An example of a ship NUC was the Carnival Triumph. Remember when she was disabled and drifting in the Gulf? That's NUC.

 

For what's it's worth, the pecking order for right-of-way at sea is:

 

1. Being Overtaken

2. Not Under Command

3. Restricted Ability to Maneuver

4. Constrained by Draft

5. Fishing

6. Under Sail

7. Power Driven

8. Seaplanes

Nope you're all wrong. Its the Russian hackers again. Now that they got Trump elected for Putin, they're bored ... so they got into Majesty's computers and are sucking her backward across the Atlantic.
