Is casino open when we're docked in San Francisco overnight?

We'll be on Explorer in September on a Pacific Coast cruise. We'll be in San Francisco for 2 days and I'm curious if the casino will be open in the evening.

 

My only experience staying overnight in a port is in Bermuda and Royal Caribbean pays the fee to open the casino at 9pm.

Maybe it is different when the Explorer is doing that itinerary, but when Jewel did the overnight in San Francisco a couple of years ago, casino opened at 9pm. Shops remained closed but casino opened.

 

Another example of Royal's inconsistency. I've never seen the Casino open during overnight stops. This includes Bermuda, Dubai and St. Petersburg. Good luck.

This from another website about gambling in U.S. waters:

 

" For example, when a ship is docked, it is in internal waters of the specific country and has to abide by its rules. Territorial waters are twelve miles away from coastline. The regulation becomes interesting then, as for example, cruise ships that feature gaming onboard can't open the casino until they've exceeded twelve miles because of illegal gambling rules in respect to USA waters. Once the cruise vessel has traveled twenty-four miles out, it is in international water then and can offer games."

I don't know about Dubai and St Petersburg but the 2 Royal Caribbean ships that travel to Bermuda (Anthem and Grandeur) have been opening the casino at 9pm while in port for the past 3 years. They pay a substantial fee to the commonwealth of Bermuda to do so.

I agree, casino opened at either 9 or 9:30 on when we were in Bermuda on Anthem last September.

You made me go look at my Jewel Cruise Compasses from 2015. The casino was closed when we were in San Francisco overnight.
