Bottled Water Pkg. using OBC

I'm quoted $17.62 ($14.95 plus 18% gratuity) for a 6 pk of 1 liter bottles and per the website, this equates to a 55% savings. I hate spending that much but if purchased on the ship individually, its $2.75 for a smaller bottle (16oz I think).

But you don't even need to purchase water, its free from any bar, any tap, any dispenser in the buffet.

Personal preference. My ankles swell when I drink the ships water. So does my husband's, so its hardly a coincidence. Plus..how far is that dispenser from deck 8 on the Getaway when I wake up in the middle of the night thirsty? That free drink package is great, but I have to rehydrate at some point and I tend to do it at night.

OBC means on board credit, if you aren't on your cruise, you can't use your OBC, i.e. You have to board first.

To be fair, to the OP the answer is not as obvious as you may think, and varies with the cruiselines. We just booked with Royal for next year and our on board credits can be used for any advance purchases that we will use while onboard including bottled water, specialty dining, water, shore excursions etc.
