While doing our on line check in for an upcoming cruise I noticed the following statement in the cruise contract and though I would post it for information for an adult traveling with a child or children. The statement concerns HAL's requirement that everyone in the party have a passport: PASSPORT REQUIREMENT WHEN MINORS TRAVEL WITH ONE ADULT ON VOYAGES GOVERNED BY U.S. WESTERN HEMISPHERE TRAVEL INITIATIVE ("WHTI") (includes travel within BERMUDA, CANADA, CARIBBEAN, MEXICO, UNITED STATES) When minors are traveling with only one adult 21 years of age or older, Carrier requires that all guests must be in possession of a valid passport. Carrier has implemented this requirement so that Your party remains together should an emergency arise that requires one or more in your party to be disembarked in a non-U.S. port. Carrier cannot guarantee that all members of Your party will be allowed to disembark with only a WHTI-compliant document or birth certificate. I have seen posts on other forums where people are vehement that only a birth certificate is needed for the minors (and a notarized letter from the parent not traveling, if applicable). I've also read recently, that domestic flights within the US may require a PP instead of a state issued Driver's License in the near future. Why not get US Passports? I noticed signs at our local airport a few months ago (last time I flew) that indicated ID requirements were changing ( it said in January) and passports will be required for some people. I’m not sure what the January deadline referred to, but found this about California: (See below). Summing it up- California Drivers licenses can be used as ID until October 1,2020. California RealID drivers licenses or a passport will be required to fly domestically after that date.
