I understand that you need to transfer to a TA within 60 days of when you booked. If that is the case they would be too late as they booked in July.

The 60 days begins when the deposit is taken.  And whether it's enforced depends on who you talk to.  Sometimes an oversight works in your favor.  Sometimes exceptions will be made.  But the policy is 60 days.
