pre-book specialty restaurant black card

Sorry, not that I've ever seen.  The only "restaurants" I've seen so far that can be pre-booked is for the Cirque show with dinner and that requires advance payment and is not one of the Black card specialty meals.  It's not a big deal to do it on most ships, some popular times do get booked up after a few days so I would just make the reservation by the second day.  I do recommend making the reservation at the actual restaurant rather than with the roving staff trying to sell packages.

If you get the complimentary restaurant for being a black card holder can it be booked online before the cruise?

Nope, has to be booked onboard.

There will be folks in the atrium upon boarding to take reservations - just tell them it's your black card dinner (or not, you can tell them when you arrive at dinner too), or head to the Specialty restaurant to book, etc.  Do it quickly, as prime times fill up fairly quick.
