I am going March 22, 2020 so will these changes be completed by then?

 

Is deck 11 ocean balcony room (mid or aft) a good location?

Oasis dry dock should be completed by Nov this year.

I'd have no problem with a ocean balcony stateroom on deck 11.  Oasis should be finished after Nov 2019.
