We have verizon. I understand you can use your cell on St. Thomas and San Juan. Is this true and do they charge roaming fees?

Best to contact Verizon to confirm your coverage.

As there are several temporary at sea and international plans available in addition to the basic plans offered by Verizon, as suggested, I think the best advice is to contact Verizon and discuss this with them directly.

Puerto Rico is considered domestic for ALL Verizon Wireless plans.  Not sure about St. Thomas.  Make sure you're on the Verizon network and you'll be fine from either location.

There was a time when the USVI were not part of Verizon's US network, but I've read a few posts that indicated otherwise, so maybe this has changed in recent years.
