Like it or not there are US citizens on those ships and I believe they have rights too.  If it was you wouldn't you want to be able to get off the ship.  As far as the passengers who are not US citizens they are human and should be given the same rights and be able to get off too.  But for the grace of God it could be you on that ship.

Many places in the US have asked retired medical workers to come back into the fray.  Is New Zealand doing that?

Yes, NZ is doing that, several thousand doctors and nurses have signed up.
