The funny part is the CDC thinks what "color" a ship is will deter cruisers.

If the CDC wanted to deter cruisers they would increase restrictions, not loosen them.

They tried, now the idea is cruisers will flock to cruise lines they give out ribbons to, we won't.

Have they loosened restrictions or just reduced the "threat level" of cruising?

I didn't think the CDC had any current restrictions for the cruise lines.

Canadian Transportation Minister says we will have guidelines for Cruising in Canada before the season opens up.

The CDC has "suggested guidelines" or somesuch, with the overarching threat that if the cruise lines don't sign up for one of the volunteer protocols they will instead implement the standard "passenger transportation" regulations, or similar.  Others here will have more specific wording at their fingertips.
