I think it all depends on having a vaccine.  Personally I feel that is the very earliest they might start up again.  I don't want to be on any ship before crises have been up and running smoothly  for several months.  My next cruise is a L&S that I rebooked for November 2021.  Right now I'm comfortable with that, but it's a long way off - anything is possible.

Thanks @chengkp75, I am definitely happy to be corrected. I was thinking of instances like use of the casino and medical reporting at port (I just assumed these were regulations) and should not have made such a broad statement 😀

The two examples you give above are examples where the port state has jurisdiction, so your thoughts were correct.

I will be cancelling January 2021 next week for a land based AI, to which I am not sure if we will go either. We already have October 2021, January 2022, and March 2022 booked, so a L&S doesn’t really work either for us.  We plan ahead, but unfortunately in this case it doesn’t seem to work out as easily.
