Can anyone tell me if there is a charge to use my debit card in the Carnival ship's ATMs?

This! If your debit is attached to your Sail & Sign card, It's super easy (and free) to get cash from your card on slot machines – then go to the cage to "cash out." Tables have a fee, but slots are free.

My son (first time cruiser) was being shown how to do this by his older brother, placed the minimum bet (88 cents if I remember correctly), and won $30 on his first and only spin.

This works if you have a credit card on your account as well.

As others have said, Carnival's current ATM transaction fee is $6.50. Also important to know that there is a maximum withdrawal amount of $500 per transaction. So if the goal is to withdraw significant cash, the ATM is probably not the best option.
