I know on RCL, if the other adult passenger does not drink alcohol they are allowed to purchase the ‘refreshment drink package’ as both passengers are required to buy a package and this must be done by calling RCL. With the drink package pricing, do the math, assume Canadian dollars are equivalent. Currently the adult plus package is $59.99 plus 18% gratuities for a total of just over $70. if you cruise fare is not heavily discounted, usually you can upgrade your booking with the ‘plus’ amenities which will add $50/day per person. This almost would be a wash since the ‘plus’ includes gratuities which would be a minimum $29/day for 2, so add that to buying your single package and you are even, and you would both get unlimited WiFi, and passenger2 gets unlimited non alcohol drinks in your case since they do not drink alcohol. If you would expect a beverage bill for two platinum/elite people to be more than $427 for 7 days, then the Plus package is a good purchase. Or, another way to look at it is take the $30.50 x 2 = $61 for a couple per day. Compare to purchasing the PLUS Drink Package for ONE person on top of a Standard Fare. The direct answer to your question is that the stand alone drink packages are individual and both or all passengers in a cabin are not required to purchase. When purchased individually the $12 package cost approximately $70/pp/day and the $18 package is approximately $94/pp/day. When the drink packages are included as part of the plus fare package or premier fare package then the first two passengers are required to have the same fare and thus both will have the package. Here is some text from Princess One guest’s participation in Princess Plus may be dependent on the other guest in his/her stateroom’s participation, as determined by booking method. *Fares are per guest and apply to minimum lead-in categories on a space-available basis at time of booking.
