So, sounds like Celebrity doesnt have the same policy as NCL in regards to drinking under 21 with parents consent. But ill throw another fun question in, do you think our sons, 19-16yo mini bar will be stocked with liquor and beer? They have their own room next to ours with only their names on the room. I guess they won’t be joining us on a cruise for the next couple of years. You could be in trouble too depending on your response when they come to you about it, especially if the 16-yr-old is involved. Maybe I missed where you are sailing from, but if it's from North America, the 19-yr-old is too young to have booked the room (must be 21), so they're both on your reservation even if it's in a different room, meaning you are the responsible party. I personally would make sure the steward emptied the minibar, if you think it might be an issue. I wouldn't trust that staff is going to turn a blind eye. While I understand Carnival sticking to 21, it seems far less important for Celebrity to do so,particularly given the number of international guests they host. But the OP will share the blame if the 19-year old gets into trouble for that decision while on board. Just like when hes in his dorm at college, im not controlling what hes doing.
