There's nothing but cabins above and below your room. You're fine on that count.

 

Deck 15 has the Observation Lounge.  Deck 17 has the Horizon Lounge, Haven Courtyard and Haven Lounge (Haven guests only).  Deck 18 has the Haven Restaurant and more Haven Lounge.

 

So, you'll either have to take the stairs or elevators 6-9 decks to get to the Haven bar, restaurant, pool, loungers, etc....if that matters to you.

Your forward view from the bedroom window isn't great because of how low your location is. The ship's bow blocks part of the view plus the crew tends to hang out in that area. Going higher would give a better view and more privacy...

Your balcony is OK and you are closer to the water than you would be if on a higher deck....

If balcony size/view is important, avoid deck 13 as it has a partially enclosed balcony. 

 

Your walk to the elevators is longer than it would be if you had the same stateroom type on a higher deck...

We like the forward facing Haven rooms. They have a lot of extra space with a separate living room. And they are some of the cheapest Haven rooms (maybe not on the Joy which has a bunch of standard suites which were re-classified as being Haven - but really are just suites). 

 

Deck 9, specifically, is the lowest floor where there are forward facing rooms. Your forward view is somewhat obstructed by the bow of the ship. But it is still a Haven room.

 

We had a forward facing Haven room last year and didn't give a second thought on running up to the Haven bar for a drink or up to the Haven sun deck. 

 

All forward facing rooms are at the front of the ship (duh). During heavy weather, you will have significant sounds of the waves hitting the bow of the ship. It doesn't bother us, but just so you are aware since some people complain that waves crashing on the ship make noise (duh). 

 

Also, your room, in particular, is right over the crew bar (right outside your forward window). If you are on a warm weather cruise, there may be crew out there (not too late). And, since the bow is a crew area, you may see them out there on a break or sun bathing.

We were in Joy 9708 last year.  Great cabin and had zero noise issues. 

 

We enjoyed the longer walk to the elevator to go up to the Haven proper.  You have to get in a little exercise😉   Also enjoyed being on deck 9 as we could easily walk down a couple of flights of stairs to the venues on the 6/7/8 decks.

While we didn't have a deck 9 Forward Penthouse on NCL Joy , we had deck 12 we were quite happy with and had no complaints whatsoever. We did have cabin 9708 Forward Penthouse on NCL Getaway , the advantage of 9708 was 1 deck down to 6/7/8, we also didn't mind the distance to the Haven and used the Haven regular. A disadvantage of 9708 was the limited view from the bedroom and it partially overlooked the crew bar as well where some noise occurred at night. View from the balcony was as good as any and would happily sail in a deck 9 forward penthouse again.
