Were all of the items in question all manufactured in the EU? If so, are you aware of the concept of "EU Returned Goods Relief"? This only covers unmodified EU manufactured goods. The Tiffany & Co. item was quite possibly not EU production, and for that reason, Customs would have good reason to assume it to be dutiable. You would have needed to document the country of manufacture (somewhere in the EU) to avoid scrutiny, and that document should have accompanied your purchase onboard if this were the case.

@WestLakeGirl @Steve H Have not seen the option on the Celebrity website for having 3rd guests not on the same rate plan (AI or Sail Only) as the first 2 guests for a booking. When starting the booking process, one selects whichever rate plan is available, and adds guests from there. How is this accomplished? Can a TA or Celebrity agent manage this sort of transaction for a 3rd guest instead? ETA: See below Jeremiah1212's comment. If anyone would know, he'd be the one.
