If you reserve prior to the cruise you will be charged. This is probably because of all the people who would reserve multiple dinners and then cancel a bunch when they got on board. Same goes with excursions It used to be every slot would be reserved and then a bunch would open up when the cruise sailed.
It sounds like the OP is planning on having 4 people in the cabin otherwise they can just leave the beds in the wall or ceiling if they are not going to use them
All cruise lines are dependent on whatever requirements their ports impose. These change constantly. It was not that long ago that tests were required for everyone regardless of vaccination status
If you are vaccinated this is not an issue just show your proof at embarkation. Are we to assume that you are not vaccinated and just don’t want to test ?
The items that show the word NEW next to them are not included unless you “upgrade” Otherwise all is the same. Gratuities WiFi and drinks up to $15 will still be included under Plus package
You will need to show proof of vaccination either uploaded or at embarkation. We always make sure we have visible proof of our cards. If you do not show proof of vaccination then you will need to show proof of a negative test. If you put your voyage number into the health protocol section of the Princess website you will see this requirement
We have cruised 3 times this year caught covid on one That cruise never felt safe. 2nd part of a b2b where a bunch of people got on after an Alaskan land tour and 3 days later covid exploded. Got off the Ruby a month ago and that one felt very safe. Lots of masking in elevators
That capacity of 4,300 is for lower bunks only and does not count extra bunks and sofa sleepers in mini suites. Many family’s cram 4 people into a cabin that has drop down bunks
From some ports you may encounter a local sales tax. From Texas all rules are different due to state laws The state does not allow drink packages nor the use of any liquors not bought in Texas. This all changes when you get to International waters

This looks pretty old information. I am sailing on the Emerald in March and stopping in Columbia. Princess protocols for that voyage only show testing for non vaccinated passengers
