Cafe Promenade on deck 5 would be the no charge alternative but would be limited in scope compared to the Windjammer in what it offers. Giovanni's Table might offer a fee based lunch as well. The best bet with the Windjammer is to get there early as it gets crowded due to people with carry on's hanging out there waiting for their rooms to open at 1.

If you get on board the ship by 11:30 am the Windjammer will be empty. If you don't board till past noon then you should head to the Cafe Promenade as Leaveitallbehind mentioned.

True...if you get there early, no mobs! If you wait until the end of meal service...no mobs....we eat a late breakfast before boarding, so we don't have to make eating the 1st thing we do!

Good advice. If you board early, you get there ahead of the crowds. Otherwise, it is best to find a quiet area to just hang out until cab is are ready and the mob leaves the Windjammer. Simply avoid all the lemmings, one way or another.
