shorts are never allowed on formal night on those lines that have that. you MIGHT get away with them the rest of the time but some lines still rigorously enforce no shorts at dinner period.

a pair of dockers or khakis is always acceptable.

Not exactly true. DCL, while having formal and semi-formal nights on their longer cruises, allows whatever dress you want to wear to dinner. Except no swimwear or tank tops. Even on formal/semi-formal nights.

We have not taken dress clothes on a cruise for quite some time, ie ties, suits, etc.

Usually our cruises are part of a longer land vacation. We only travel with carry on so we only bring what will be worn often.

Our experience across numerous cruise lines (but not Cunard) is that shorts are just fine in the buffet and in the dining room at breakfast and lunch. At dinner, casual is fine, but long pants. Jeans are fine as noted above. I will wear a pair of casual slacks and a collared shirt at night IF we decide to eat in the dining room.

A number of cruise lines have changed their dress requirements to smart casual on formal nights so we may just try that again. Not a big deal as we do not really find formal night dinners in the MDR to be all that they are cracked up to be.

I think that you will find that what people wear in the dining room varies significantly. I think that you can wear Jeans, as long as they are not of the ripped variety. I have seen people wear longer shorts before, but that is typically ok for lunch in the dining room, but not at night.
