As I see Marine traffic, that  appears to be very close to happening now.

What a pilot ladder rigged and made ready by two HAL "boatmen" looks like. The boatmen are required (mandatory) to wear life vests and are secured to the interior of the ship with a safety harness, strap and carabiner/"D"-ring
