They want to look good to the banks that have loaned them money recently. It's the stereotypical "bird in the bush" situation: ANY booked cruise with a deposit is better than NO booked cruise and no deposit. They are lowering prices and being flexible with existing bookings to keep the payments on their books. It's good for the consumers who want to cruise.
