When do we put our luggage tags on?  Before our flight or after?

We always put our HAL luggage tags on after our flight.  Less chance of them getting ripped off during their trip through the airport.  If you stay at a hotel after your flight, most hotels will give you a stapler to attach your tags. Or you could take a small stapler or a roll of tape to attach them to your luggage yourself.

We put ours on right before going to the pier.  Also, we purchased some Cruise Critic flexible plastic holders for the tags and they work GREAT!  Have used them on at least 10 cruises so far, so they are long lasting.

After. Always after. But - placing it INSIDE your suitcase before the flight could help if your bag goes completely astray at the airport.

I've also been using these for years!  I gave the extras to my friends, and they love them too.

I punch a hole in my luggage tags and then attach them using plastic cable ties.

After. And put some packing tape on the paper.

We use luggage forward. They send you a package. There's a big heavy plastic sleeve you put your luggage tag in and a copy for inside your suitcase.
