I suppose apart from tilbury on a small ship, cruise ships have never been able to get close to those cities where as people have and still can get into Sydney harbour. Given the choice of the OPT and white bay we choose the OPT and it is not just the convenience to public transport for that choice. I don't think the spectacular sights of Sydney Harbour was the reason Phillip decided to leave & set up camp in Port Jackson - more to do with the shallowness and lack of fresh water, but I take you point - Botany Bay is a poor choice as a destination highlight than our harbour. The local member for the Eastern suburbs is gone - maybe a chance for a fresh look again at GI?? Yes, though the Hayes dock is only a possible interim option while a long term solution is built. So even if that was off the table it doesn't impact the long term recommendation.
