The crane on the starboard (left side of the pic) is there to lower equipment like the paint float, and at times, a gangway to the water line and/or dock. It could be used to lower empty zodiacs to the water line. There used to be a similar crane on the port side which appears to have been removed. The white & black contraption to the rear of the lifeboat is the spare anchor. That life boat is only there temporary. During dry-docks all lifeboats and tenders are removed and a full inspection, as well as maintenance and repairs (if needed) is carried out on the lifeboat/tender davit system. Me thinks something has prevented that lifeboat on the bow to be returned/housed to/in its normal location on the port side.
