As far as I know, EVERY cabin can order dinner from the MDR (unless they have suddenly decided to change that).

Wifi is the same wifi that all passengers can buy on board.  Wifi is unlimited and you can  use it in the Neptune Lounge where reception is usually good with the satellite receiver in the ceiling (not sure of the proper name for those things in the ceiling) but you can use wifi anywhere on the ship as long as you can get reception.  Not restricted to the Neptune Lounge.

 

If you buy it on board these should be the prices you are offered depending on the length of your cruise and package you select.

If you prepurchase it on line, there is a savings but currently only the premium package is available for pre purchase

It's not obligatory by any means.  It's your choice.

 

We normally do and I've seen a fair number of people pass envelopes but certainly everyone does not.
