Yes you can! I have done it. Make sure that you know what Royals current perks are for booking onboard, because the people at Celebrity usually don't know.

The lower deposit means you'll make it up by a larger booking balance after the deposit so I don't consider that as a perk.

Yes I can confirm this.  Currently on Symphony and I was told we could do both on board.  But not Silverseas.
